Every enterprise is deploying AI. Far fewer have a structured way to govern it. ISO/IEC 42001:2023, the first international standard for AI management systems, gives organizations a framework to develop, deploy and oversee AI responsibly. But the standard itself is not the hard part. The hard part is making governance operational.
Too many organizations respond to ISO/IEC 42001 by creating a new set of static documents, assigning a compliance lead and declaring progress. That approach fails for the same reason it has always failed with management systems: it separates governance from the reality of how work actually gets done.
This post sets out what ISO/IEC 42001 actually demands, where most organizations fall short, and what a credible implementation looks like when governance is embedded in operational processes rather than bolted on as a reporting layer.
The standard follows the ISO Harmonized Structure. Ten clauses cover context, leadership, planning, support, operation, performance evaluation and improvement. Two normative annexes provide 39 reference controls across nine areas, spanning AI policies, internal organization, resources, impact assessment, system lifecycle, data governance, stakeholder transparency, responsible use and third-party management.
Critically, the standard requires organizations to establish, implement, maintain and continually improve their AI management system. Those four verbs matter. Establishing a system is a project. Maintaining and improving it is an operational commitment. That distinction is where most implementations break down.

A robust ISO/IEC 42001 implementation treats AI governance as a living operating model, not a compliance archive.
That means four things:
ISO/IEC 42001 does not exist in isolation. The EU AI Act entered into force in August 2024, introducing a risk-based classification system with mandated governance requirements for high-risk applications. The UK, US and sector-specific regulators in financial services, healthcare and defence are all moving in the same direction.
Organizations that implement ISO/IEC 42001 properly gain a documented, auditable foundation that accelerates compliance across multiple regulatory regimes simultaneously. Those that treat it as a checkbox exercise will find themselves repeating the work for every new regulation.
AI governance is not a compliance problem. It is an operating model problem. The standard is clear: establish, implement, maintain and improve. That requires a platform that connects policy to process, process to risk, risk to controls, and controls to evidence.
The organizations that act now will build trust with customers and regulators, manage AI risks proactively, accelerate responsible AI adoption, and demonstrate the accountability that increasingly defines competitive advantage.
